CITY MANAGER’S UPDATE
DAYTONA BEACH LAUNCHES SIXTH YEAR OF CITYWIDE ROAD RESURFACING PROGRAM TO IMPROVE SAFETY AND MOBILITY
Key highlights of this year’s ambitious program: RECENT SURVEY USED TO SELECT STREETS: Last year, a citywide evaluation of road conditions
The City of Daytona Beach is entering the sixth year of its Citywide Road Resurfacing and Restoration Program. To date, this initiative has repaved nearly 168 lane miles, greatly improving travel safety and roadway durability across the city. This year’s $4.88 million program is set to resurface 22 lane miles of roadway.
was completed and used to determine the segments of streets included in this year’s selection of roads. This survey will be used for the next 3-5 years to prioritize the maintenance schedule and ensure cost-effective use of resources. The survey also included sidewalks and pavement markings. MILLING AND RESURFACING: The city plans to resurface 22 lane miles of roadway, addressing maintenance concerns. COORDINATION WITH UTILITIES: The program will work alongside planned utility improvements to minimize disruptions and maximize efficiency.

Since its inception, the program has improved nearly 34.4% of the city’s road network through milling and resurfacing and 1.8% through full-depth
reclamation. Additionally, 188 sidewalk ramps have been upgraded for ADA compliance. This year’s efforts continue to build on this foundation to enhance mobility and ensure safe, well- maintained infrastructure.
This year’s program will launch in early 2026. Residents in the work areas will be notified of the pending work via doorhangers.

WATER METER REPLACEMENT PROJECT ON TRACK FOR MARCH COMPLETION
The city’s multi-year project to replace more than 13,000 residential water meters – nearly half of all meters in Daytona Beach – continues to move forward on schedule. So far, VEPO Metering, the contractor hired by the city, has replaced 3,227 meters. Crews currently average about a dozen staff members in the field and are expected to ramp up to 15 to 20 installers around the new year. At that staffing level, VEPO anticipates completing 150 to 200 meter replacements per day, which keeps the project on track for completion around March. The new meters feature advanced technology that provides more precise readings and detailed consumption data. Because older meters often underreported usage, some customers may see an increase in their water bill once their meter is replaced. This does not mean water rates have changed, but reflects a more accurate measurement of actual water use. In addition to meter replacements, VEPO has completed 641 lead service inspections, which is helping the city strengthen its lead and copper compliance program and better protect public health.
WHAT RESIDENTS CAN EXPECT: • Residents will receive a door hanger at least 72 hours before their meter is replaced. • Installers will not need to enter your home at any time. • Water service will be temporarily interrupted for about 30 minutes to 1 hour during installation. • After work is complete, service will resume immediately, and a door hanger will be left confirming the meter replacement.
• VEPO installers wear branded shirts, use vehicles with company magnets and carry identification badges. They are not authorized to enter your home. • Typical work hours are Monday through Friday, 8 a.m. to 5 p.m. For more information and a list of frequently asked questions, visit DaytonaBeach.gov/MeterReplacement .
