NEW PIER: Estimated Project Cost: $25 million – $30 million The Redevelopment Department is exploring the possibility of constructing a new pier. The city must determine the final configuration and length, identify funding sources and engage a design and permitting consultant.

Three options were discussed in the WGI feasibility study (2023):

Option 1: Remove the existing east and west portions of the pier and replace them in the same footprint. This mimics the original pier and is likely the easiest to permit but may face construction obstacles. Joe’s Crab Shack must remain open during construction, requiring a temporary trestle. Top-down construction is possible but will need a bypass trestle around the restaurant. Option 2: Construct a new pier adjacent to the existing pier on the south side, connecting to the restaurant. The entrance would be further south in the park, restoring the pier’s original length. The existing pier and restaurant can remain open during construction. After completion, the old pier would be removed. Top-down construction is feasible without a bypass trestle. This option requires a new submerged land lease through legislative action. Option 3: Combines Options 1 and 2. The pier would follow the existing footprint west of the restaurant, wrap south around the restaurant and extend east to its original length. Temporary restaurant access is required. Top-down construction is possible. The entrance remains on the north side of the park. This option provides more pier square footage and may require restrictive fishing areas. It also requires a new submerged land lease.
