PAVING THE WAY: RESIDENTIAL STREETS SET FOR A ROAD REFRESH As part of the City of Daytona Beach’s Road Resurfacing and Restoration Program, crews are scheduled to begin the next phase of this fiscal year’s resurfacing work Monday, Feb. 23. This phase includes select roadways in Commission Zones 1 and 2, and repaves about 3 ½ lane miles. The proposed work is anticipated to take 2–3 weeks to complete, weather permitting. The scope includes milling, resurfacing and temporary striping. Work hours will be 7 a.m. to 7 p.m., Monday through Friday. Traffic control and flagging operations will be in place throughout the project. Residents in affected areas will receive advance notification via door hangers, and access to homes will be maintained during construction.
UPCOMING STREETS TO BE PAVED:
Following the resurfacing of these streets, additional roadways in Commission Zone 4 are scheduled for improvement, including Fox Fire Circle from Indigo Drive to the end of the road, Sawgrass Circle from Indigo Drive to the end of the road, and Sea Pines Circle from Indigo Drive to the end of the road. Work is also planned for Lionspaw VII Nobles from Lionspaw Grand to Champions Drive, as well as Acclaim at Lionspaw, Festiva at Lionspaw, Arika at Lionspaw, Captiva at Lionspaw and Promenade at Lionspaw, all from Champions Drive to Champions Drive.

NOMINATIONS ACCEPTED: VOLUSIA VALUES VETERANS PROGRAM The Volusia Values Veterans Program (V3P), a countywide initiative, is accepting nominations for its inaugural Honor a Veteran recognition program, celebrating local veterans who continue their legacy of service well beyond their military careers. To be eligible, nominees must be honorably discharged members of the U.S. Armed Forces, current Volusia County residents and still actively engaged in serving their community. Residents, organizations and fellow veterans are encouraged to submit nominations for individuals making a meaningful impact through volunteer work, advocacy, mentorship or other community service. A committee of veterans will review all nominations and select a recipient, who will be recognized with a proclamation at a Volusia County Council meeting. Nomination forms and complete eligibility criteria are available at www.volusia.org/honoravet . The deadline to submit a nomination is April 1. A vibrant new mural is adding color, conversation and creativity to the heart of the Downtown Redevelopment Area. The Redemption of Eve, painted by artist Maria Margaretha Espach, known professionally as Marissa Espach, now covers the exterior of The Medicine Bar at 115 Myrtle Lane. The 44-by-14-foot mural spans the west facade of the existing building, blending bold imagery with layered symbolism that reflects themes of renewal, resilience and transformation. The installation enhances the district’s visual appeal while creating a new landmark for residents and visitors. On Nov. 19, 2025, the City Commission approved a resolution authorizing a Grant and License Agreement for Public Art between the City of Daytona Beach, property owner David L. Thurman and Espach. Through the Downtown Community Redevelopment Agency’s Redevelopment Grant Program, the city has contributed $10,000 toward the artist’s fee. The mural will be donated to the city as public art and will remain on display for 10 years.
Daytona Beach, a proud Purple Heart City, has made significant strides to recognize and honor veterans through initiatives led by Commissioner Stacy Cantu, including an annual Fourth of July parade and a veterans ceremony.

NEW PLAYGROUND AT BREAKERS OCEANFRONT PARK A new playground is coming to Breakers Oceanfront Park to replace the park’s nearly 20-year-old splash pad, which has become increasingly difficult to keep open and operating reliably due to the harsh oceanfront environment. The new playground will better support consistent, year-round play for children ages 2–12, while preserving the original intent of providing a dedicated children’s play area at this popular beachside location near the Daytona Beach Pier and boardwalk area. The project was awarded a $425,000 grant from the Daytona Beach Racing and Recreational Facilities District.
BOARDWALK ACCESS STAIRS AND RAMP REPAIRS Project Status: Under Construction Project Cost: : $86,264 (Engineering) | $1,451,378 (Construction) Work continues on the Boardwalk Beach Access, with construction progressing south from the north end near the Daytona Bandshell. Two of the four ramps are complete and open to the public. The project includes four parallel ramps and 14 sets of stairs designed to improve public beach access. Remaining work includes completing the ramps and stairs, replacing approximately 110 linear feet of seawall and finishing dune mitigation to support long-term shoreline protection. The project is expected to be completed this spring. CITY ISLAND SEAWALL DESIGN AND CONSTRUCTION Project Status: Under Construction Project Cost: $195,999.72 (Engineering & Permitting) $850,000 (Original FIND Award ) | $465,000 (Additional FIND Award) The City Island seawall reconstruction project began in November, with work taking place from Orange Avenue to Magnolia Avenue. The project is replacing aging seawall infrastructure surrounding the island which will protect this important community space for years to come. Approximately 715 linear feet of seawall have been installed near Jackie Robinson Ballpark. Storm inlet installation is also underway. The project is supported by significant grant funding, including $98,000 for design and more than $1.3 million for construction through the Florida Inland Navigation District (FIND).

HURRICANE IAN & NICOLE ASSISTANCE
Homeowners are invited to a community information session 5 p.m. Thursday, Feb. 19, at the Dickerson Center, 308 S. Dr. Martin Luther King Jr. Blvd., Daytona Beach, to learn about the Hurricane Ian & Nicole Residential Recovery Assistance Program, which offers grants of up to $15,000 per eligible household to support home repairs related to Hurricanes Ian or Nicole. Dates for submitting applications in-person at the Dickerson Center are Feb. 26 and March 5, 12 and 26, from 11 a.m. to 1 p.m. This program, offered in partnership with Rebuilding Together Greater Florida, provides grant assistance with no repayment required. Funds may be used for a
variety of home repairs and accessibility improvements, including roofing, HVAC, flooring, drywall, electrical work, windows, doors and tree and debris removal. To qualify, applicants must be Daytona Beach homeowners impacted by Hurricanes Ian or Nicole, meet income eligibility requirements, own the property, have no liens or judgments and have property taxes paid in full.
